Normally = Ready To Run although one manufacturer is saying it means Ready to Race.
Be careful here tho' you have to read descriptions carefully to check if RTR means you have everything in that one box (and price) to put it in the water and go!
An electric “RTR” boat very often will need one or two 7.2V batteries, the radio transmitter will need 8 to 12 AA batteries (plus a charger is a good idea to keep you running!)
A Nitro boat will often need a completer kit…wrench, bottle, plug, fuel etc.
A gas boat will need gasoline, 2 stroke engine oil, and 8-12 AA's
Gas boats.
So step carefully grasshoppah!

Hey there…RTR means 'ready to run'. In other words, you don't have to assemble it, or build the boat. You just take it out of the box, insert the batteries if electric, or fuel if nitro, and you're good to go!
Not being very 'mechanical' myself, I find RTR boats the best for me.
Hope that answers your question!
Cheers,
Lynn
